Senior/Human Resource Executive (Learning and Development)


What You Will Do

Reporting to the Senior HR Manager, you will be responsible for the learning and development needs of all staff and council members. The scope encompasses the full spectrum from overseeing the learning needs analysis to the implementation of the approved learning plan. To be successful in this role, you must be hands-on and people-oriented. This role allows you to participate and contribute in Leadership Development and Talent/ Career Development to enhance organisational effectiveness and leadership capabilities.

The responsibility extends to the overall management of the Learning & Development day-to-day activities in the organisation as well as formulation of HR policies and processes. 

The scope of work will generally encompass the following: 

  • Oversee the various Organizational Development initiatives for implementation and advise staff on their queries regarding training such as bond and per diem rates, etc.  Assist with putting up EXCO papers if required

  • Apply for relevant funding and grants so as to maximize the use of training funds.  This includes updating information required for ILTC grant with regard to training

  • Follow up on administrative activities such as registration, booking of flights and accommodation as well as payment

  • Assist with the roll-out of the annual performance appraisal exercise and with Talent Identification and Succession Planning

  • Update training records.  Gather information and collate the monthly HR Dashboard

  • Perform other duties as required to meet HCA’s Vision, Mission Statement and HCA Basics. Cover duties of colleagues when they go on leave

Who You Are

  • Diploma / Degree in human resource management, business administration or equivalent

  • Minimum 3 years of relevant experience in learning & development role.  Ideally, prior experience in the healthcare and/or ILTC sector

  • Proven ability to conceptually interpret a problem or situation and determine the best solution to drive organizational change and outcome

  • Good knowledge of Employment Act, legislation, local HR practices and funding/grants available

  • Proficient in MS Office, strong in numeric and analytical skills.  Excellent communication skills, both verbal and written

  • Excellent interpersonal skills; able to work with people at all levels, both internally and externally
