Senior Finance and Administration Manager


What You Will Do

You are responsible for the smooth financial, investment and administrative operations of HCA. The essential functions include management reporting, budgeting, internal and external audit and leading the finance & administration team to ensure compliance with regulatory and reporting requirements.  You will also provide support to the senior management team and supervise the maintenance of HCA’s assets. 

The scope of work will generally encompass the following duties:

  • Manage the finance department to ensure financial and corporate governance of HCA
  • Ensure compliance with regulatory, reporting requirements and funding requirements (AIC, MOH, NCSS, etc. and external auditors)
  • Prepare short and long-term budgets, and review and analyse financial performance and budgets
  • Prepare and submit reports to IRAS, NCSS, MOH and other funding agencies
  • Be responsible for new funding applications, renewal of Institutions of a Public Character (IPC) status and compliance to IPC regulations
  • Work with the Investment Committee and Appointed Bank on the implementation of strategies stipulated by the Council. Provide support to the Investment Committee and ensure accurate reporting of investments
  • Manage and ensure adequate insurance coverage
  • Assist in Council meetings and matters e.g. coordinate Council meetings, prepare reports, statistics and minutes of meeting to ensure compliance with the Registry of Societies Code of Governance
  • Provide data, prepare reports and statistical returns as required by NCSS and MOH
  • Ensure compliance to MOH’s salary guidelines for funds allocated for salary adjustment
  • Manage the overall administrative and procurement functions 
  • Manage the office infrastructure and environment in compliance with the WSH Act
  • Oversee the maintenance and upkeep of HCA building and its assets, office space deployment, procurement and subsequent evaluation of equipment and supplies, including obtaining contracts for maintenance
  • Provide guidance to the administrative team in handling all incoming patient referrals on a timely basis 
  • Provide guidance to the administrative team in managing the caregivers’ training to meet the required targets set by relevant government agencies
  • Oversee and ensure the accuracy and maintenance of inventory of medical equipment loaned, including office equipment and items loaned to patients and plans for acquisition of such equipment
  • Any other duties as assigned

Who You Are

  • CPA qualified with minimum 7 years of relevant experience in handling the full set of accounts 
  • Similar work experience in a social service and/or healthcare setting is an advantage
  • A proven track record of leadership
  • Good interpersonal and communication skills
  • Good organisational, time management and problem-solving skills
  • Able to  multitask, work independently and in a team
  • Hands-on, proactive, resourceful, able to work under pressure
